dc7254f70dThe new upper hard limit is deliberately very high. The actual limit
should usually be SystemKeepFree= (defaulting to 15% of the underlying
FS's size).
Also:
- Add and use handler to restart systemd-journald.
- This was not necessitated by this change, but was merely forgotten
before.
Motivated by: new log input from nginx (and much of it)
